The idea of a government providing high-performance generative models as a free public utility is practically alien to Western markets. Building a state-funded infrastructure at this scale is astronomically expensive. Individual Nvidia B200 chips cost upwards of $30,000 each in 2026, and that is before factoring in the massive power grids and cooling setups required to run them. While Western administrative apps focus on basic security or digitizing driver’s licenses, they lack the computational backing to offer free generative intelligence. For Western users, relying on commercial silicon and private subscriptions remains the only viable path.
The Hidden Cost of Free Sovereign Tech: Data Harvester or Public Utility?
Every tech enthusiast knows that when a service is completely free, your data is usually the currency. This is the main point of skepticism surrounding the state-driven model of AI for Everyone. A centralized public AI agent designed to help citizens file taxes, apply for social programs, and write official documents is a data regulator’s dream.
By routing millions of daily queries through a single government-managed hub, the state gains direct insight into consumer behavior, search trends, and personal data. Additionally, private-sector developers are expected to cover the massive ongoing maintenance costs of these models themselves. Without premium tier monetization, domestic tech companies will have to find alternative ways to stay profitable, raising serious questions about long-term data privacy and hidden monetization.
Demystifying the Million-User “AI for Everyone” Initiative
To understand how South Korea plans to pull this off, we have to look at the scale of their physical infrastructure. The Ministry of Science and ICT officially launched the “AI for Everyone” program to grant free, unlimited access to generative model tools for all 52 million citizens.
To power this initiative, the government is securing 512 units of Nvidia’s flagship B200 GPUs to distribute directly to domestic tech firms. The state-backed program is scheduled to run through 2030, with public beta tests of the first national chat assistants and productivity tools slated for September 2026. This move officially positions artificial intelligence as a basic public utility, right alongside tap water and high-speed broadband.
Guarding the Digital Border: Why Seoul Is Sidestepping US Tech Giants
The core condition of the project is strict technological sovereignty.
